China has restricted the use of renewable energy in aluminum production. Shandong Province, the largest aluminum producer in China, was set a target for renewable energy to account for 21% of total energy use, and Inner Mongolia and Yunnan Province, also large aluminum producers, were allowed to account for 29% and 70%, respectively.
Due to the unstable rainfall in the past, which restricted hydropower generation, Yunnan has experienced drought-like conditions. Primary aluminum smelters in the region were asked to reduce power consumption in November last year, which resulted in a production capacity decrease of more than 1.1 million tons.
