US withdraws Section 232 exemptions for 12 steel & aluminum products

On May 17, the US Bureau of Industry and Security (BIS) announced a final rule revising the Section 232 exclusions process for steel and aluminum imports. Effective July 1, 2024, the changes aim to make the process fairer and more transparent. The rule removes 12 General Approved Exclusions (GAEs), six each for steel and aluminum.
After the revisions, steel products under HS Codes 7211296080, 7209900000, 7216330090, 7209270000, 7216100010, and 7208380015 will be again subjected the US’ 25% Section 232 tariff, while aluminum products, including HS codes 7609000000, 7604210010, 7604291010, 7601209080, 7607116010 and 7604295090, will be again levied 10% Section 232 tariff.
The remaining 81 GAEs will not be affected. The BIS stated that the revisions are intended to boost US industrial strength and national security by reducing dependence on foreign imports and promoting domestic production of steel and aluminum.
