US declines AD changed circumstances review on Turkey’s hot-rolled steel flat products

The US International Trade Commission (USITC) has declined to start a changed circumstances review of the anti-dumping (AD) duty order on hot-rolled steel flat products from Turkey.

In September 2016, the USITC determined that the US industry was materially injured by dumped Turkish hot-rolled steel flat products. Turkish producer and exporter Erdemir didn’t appeal the USITC’s final affirmative material injury determination regarding this case. However, Erdemir requested a review on September 10, 2021, saying that there have been significantly changed circumstances since the determination made in 2016.

On December 2, 2021, the USITC invited comments from the public on whether to agree on the review of changed circumstances, and it received a submission jointly filed by the US enterprises. Therefore, the US made a determination not to institute a changed circumstances review of the AD order on subject goods from Turkey as the review would be duplicative of the full five-year review.
