UK plans to keep AD measures on CRC from China, Russia

The Trade Remedies Authority (TRA) has proposed that it would maintain the existing anti-dumping (AD) measures on imports of cold-rolled flat steel from China and Russia.
The cold-rolled flat steel in the UK is about 40~ 50% produced domestically. The rest are imported to meet the country’s demand. Most of these products are sold by steel service centers to process and others are mostly directly sold to customers in the automotive, construction, and engineering sectors.
The TRA got submissions that the industry sees if the dumping comes to the country again, the imports will cause significant injury, especially the industry is facing the challenges of economic trends and energy costs. The sales of downstream business were worth around £685 a year.
The TRA would recommend that the measures on cold-rolled flat steel be kept at the current level until August 5, 2026, the five years subsequent to the date which would have expired on August 5, 2021, with no transition review being initiated.
The findings of its Statements of Essentials Facts did not include the consideration of the Russia-Ukraine conflict with associated sanctions which could limit future imports as the influence on imports of this product is still unclear.
